You can go to another lord/noble and try to sell them the mercenaries I tried it with a few nobles and it worked, i guess you need good charm or something, but its possible #2. There was a mod to fix it, the author mentioned it was to do with a bug with quests which reward you with honour: instead of adding the honour to 1, it just adds it to 0 so resets the honour you got from character creation. I've recruted a few clans to my Kingdom through the skill check minigame.
